Like a bad fever, the cost of providing employee healthcare has steadily risen in recent years, thanks to new technologies and drugs, and to the growing ills resulting from obesity and smoking. Hardly immune to the epidemic rise in healthcare costs, many local and state governments are struggling to find the funds to cope. According to the White House, healthcare spending has increased from 5 percent of the gross domestic product in 1960 to 16 percent in 2004.
