Since the mid-1980s, state and local governments have been working to provide better services in often faltering economies. But opposition to raising taxes to pay for local services, coupled with eroding tax bases, has made that difficult. In answer, a number of local governments have embraced the notion of privatizing, mainly in the form of contracting out or introducing competition and the profit motive in order to contain and even lower the burdens of taxation.
